A Rhode Island law that took effect on January 1st, 2002 now requires residential properties to be equipped with working carbon monoxide detectors prior to the transfer of the property or the issuance of a certificate of occupancy.  

The new law applies to single-family homes and other residential buildings transferred on or after January 1st, 2002 as well as new single-family homes and residential buildings with gas utilities that are built or converted for residential occupancy.  Multifamily dwellings that are required to have a fire alarm system are exempt.  The law requires that an inspection be performed within 60 days prior to a sale closing or in the case of new construction or conversion to residential occupancy before the issuance of an occupancy certificate.  

The seller must provide the buyer with both smoke and carbon monoxide detector certificates at the time of the transfer of title.
